Finke: State tax structure complex

House Speaker Michael Madigan and Senate President John Cullerton announced last week that they want House and Senate revenue committees to review the state's business tax structure and determine if changes are needed.

This could prove very interesting.

Obviously, a lot of attention lately has been focused on the state's corporate income tax rate and efforts by other states to lure Illinois businesses with promises of lower corporate taxes. However, there's a whole lot more to the business tax structure than taxes paid under the corporate income tax rate. There are property taxes paid by businesses and utility taxes that fall heavily on large manufacturers that consume a lot of energy.

There's also the question of incentives (if you are in favor of them) or loopholes (if you are against them) that allow businesses of all types to reduce their tax burden. Those things are like a lot of state programs - once they are on the books, they are there forever, whether they still serve their intended purpose or not. Remember, ex-Gov. Rod Blagojevich used to crusade for closing what he called tax loopholes and never got very far with it.

It makes sense to look at the business tax structure as a whole and see if there are changes that will make it better. Whether those changes can get enacted in a way that doesn't create more problems is the unanswered question.

Put cuts where mouth is

"I would invite them to belly up to the bar and in real bill form put their cuts on the table. You can talk in theory all you want. You can make suggestions. You can have menus. When it comes down to the real deal and sitting at the table and making cuts, this chamber did it." 

- House Minority Leader Tom Cross , R-Oswego, in response to critics who said the new state budget approved last month did not cut deeply enough.

Going whole hog

Cross didn't single out any particular person or group when he made his comment. Let's see, though: Who complained the cuts aren't deep enough and provided a menu of suggestions but didn't introduce any bills containing those suggestions? Sort of sounds like the Senate Republicans, doesn't it?

One of those Senate Republicans, Kyle McCarter of Lebanon, held a news conference last week to complain, again, that Democrats want to spend too much money. McCarter said he timed his event because lawmakers were back in Springfield to approve the $18 billion capital plan. The capital plan wasn't approved earlier because Senate Democrats wanted to add $430 million in non-capital spending to the bill.
