Bike to Work Week: Start pedaling to avoid the pump
For some in Galesburg, Bike to Work Week is no different from the rest of the year. Peter Bailley, associate director of media relations at Knox College, has been riding in and around Galesburg on a bike since he came to Knox as a college student in 1970. As he did not have a car then and worked at Dave’s Schwinn Center, he spent time riding and learning how to fix bikes. As a bicyclist, Bailley encountered a series of problems such as weather conditions but “One by one, I chipped away at those problems: cold, wet, snowy, windy, dark.”In order to cope with rain, Bailley bought rain gear for his bike. He also purchased studded snow tires, which are comparable in price to car snow tires, which allow him to ride through ice that would have been too slippery to walk on. To further protect himself, he also wears cold weather clothing such as wind pants, a neoprene face mask, ski goggles and a helmet cover. However, there are some bike commuting issues unresolved for Bailley, such as infrastructure issues. Traffic laws, road design, zoning regulation and land development incentives, all have an impact on commuting, according to Bailley. When he commutes by bike, he behaves just like a car would in regard to traffic laws such as signaling and stopping for stop signs and has lights on to be more visible at night. He said the dirty secret of having a car is that gas is not the largest expense for most people. Gas is just part of the total cost of ownership, which also includes car payments and insurance. While he had a car, he said he paid $65 a month for insurance and when he got rid of it, he was able to buy other things with the money he saved, such as bike equipment. Photographer Tom Foley, 57, has been riding bikes since he was 8 years old. Although he does not commute to work by bike anymore because of how close his photo studio is, he said he rides a bike because it is a quick and easy way to get around Galesburg. An advantage to having a bike instead of a car, Foley said, is that it does not require gas and his bike starts every time he gets on it. If he has to do an errand, it is quick for him to get on a bike and go. Biking also has been a family affair for Foley.

Solution
As of December 2010, a tire with retractable studs is being sold in some markets. These tires have two layers and wireless technology allows drivers to retract the studs when the roads are good. Nevada amended its rules to allow these tires 12 months of the year as long as the studs have been retracted during good road conditions.
Warning
According to the Nevada Highway Patrol, the fine for driving with studded tires out of season in Nevada is $115 (as of 2010). If the driver does not pay the ticket, the offense becomes a misdemeanor and the driver can be arrested. Sometimes winter storms in Nevada can be severe. If the local Highway Patrol only permits vehicles with chains or four-wheel drives to be on the road, studded tires will not be sufficient.
