OUTDOORS: Season for vehicle passes approaches
Come July 1, to venture onto most state-owned lands by motor vehicle, your car, truck or RV will need to have a pass conspicuously displayed.Washington's newly minted Discover Pass in $30 annual (plus $5 service fee) and $10 one-day (plus $1.50 service fee) versions becomes mandatory for motorized access onto the state's parks, fish and wildlife accesses and managed forest lands.
It joins a growing list of permits and passes that visitors must acquire to visit or use publically owned lands and many outdoors recreation facilities.
Discovery Passes can now be bought:
? On-line via the discoverpass.wa.gov Web portal
? Over-the-counter at any hunting and fishing license dealer
? By telephone at 866-320-9933.
? At state parks where designated staff persons are available.
? And this fall, at any state vehicle license dealer.
The revenue generated by this permit will be disbursed among three state agencies, the Washington State Parks and Recreation Commission (84 percent), the Washington Department of Fish and Wildlife (8 percent) and the Washington Department of Natural Resources (8 percent).
It is intended to replace state General Fund appropriations that have been cut especially from the state parks budget. Most of the monies will be used for upkeep and protection of facilities and grounds.
The basic rule of thumb is that if your vehicle is street-legal (licensed for public roads) and you drive it onto and park it on state fish and wildlife, state parks or state industrial forest lands for recreation, you must buy and display a Discovery Pass or the allowable agency-specific (see below) alternative.
You will also need it to camp, where permitted, on state forest lands, park at trailheads or visit heritage or natural resource conservation areas.
Under certain scenarios you may already have the appropriate permit or pass and if you limit your activities to just certain types of state lands, you don't need a Discover Pass.
If you hunt and fish, for a visit to a state fish and wildlife department wildlife area or water access, you will already have WDFW's vehicle access permit that you got free when you bought your fishing or hunting license. However, you won't be able to go to state parks or onto most WDNR timberlands.
If you camp at a state park and pay the nightly fee, you won't need Discover Pass, but you can't day-visit any other state parks or venture onto most state managed forest or state fish and wildlife lands without one.
